i know this is going to sound stupid but here goes it, i recently bought property in northern wisconsin and dug a good size pond. my plan is to plant some rats in there along with cattail seeds but how do i go about getting live rats to put in there? i was told that it might not be legal to live trap them for transporting them to my land?

The first thing to do is contact the Wildlife officials in that state and see what the legalities are. But, you should let your habitat get established before you try to put muskrats in it.
Endeavor to persevere.
