just curious if i could set a coon box with a 220 in it with a can of fish cat food in it as bait in a creek?

That would be a good coon set, but it would barely be marginal for an otter set.

These will work if the creek isn't too wide. Find a pinch point in the creek and set it there. You can also narrow the creek using stones or a fallen tree.

Iíve had good results with a 220 in small streams running into a beaver swamp & even further upstream in very shallow water. Check your laws for setting body grips, Iíve caught otter in 220ís in zero water in obvious run ways.
